The requirement for factory certification is based on Administrative Decision No. (316) of 2012 regarding Ready Mix Concrete Plants, Precast Concrete Factories and Central Batching Units. As per this decision, all precast concrete factories are required to have Certificate or Conformity Mark from the Certification and Quality Control of Products Section (DCLD-CQPS) of Dubai Central Laboratory based on the operating criteria and certification rules as stated in Dubai Technical Guide (TG-02) for Precast Concrete Factories. This is a factory certification and is not project specific. It is either they own it or it does not exist; if it does not exist, they can’t produce anything that will be part of any project in Dubai Municipality.

The factory is eligible to use the DCL Conformity Mark when it is issued a Product Conformity documentation that complies with DM standard specification DMS 026 and Administrative Decision (316) of 2012. This is the minimum amount of documentation that any precast beam supplier in Dubai should be able to give upon request.
